A virtual office in Kolkata gives you a West Bengal GSTIN, which starts with state code 19 and covers every place of business you hold in the state, including Howrah, Salt Lake and New Town. You need it when goods or services are supplied from West Bengal and you have no premises there. ComplyLocal's West Bengal VPOB costs ₹15,000 plus GST.
West Bengal has two rules worth knowing before you file. Its profession tax schedule was rewritten in September 2026, with business rates changing from April 2027, and its intra-state e-way bill limit is higher than in most of north India. Both are set out below with the Kolkata documents and the application steps.

Who needs a West Bengal GSTIN
A West Bengal registration is needed when the supply leaves from West Bengal. A seller in Delhi shipping to Kolkata buyers from Delhi stock makes interstate supplies on the Delhi GSTIN and needs nothing in Bengal.
The position changes when a marketplace holds your stock in a West Bengal fulfilment centre, or when your team supplies services from Kolkata. Then Section 25(1) of the CGST Act requires registration in West Bengal. A virtual office covers the first case when you have no premises in the state; for a team in a leased Kolkata office, register that office through standard GST registration in Kolkata.
Kolkata address proof: CESC, KMC and Salt Lake
CBIC Instruction No. 03/2025-GST, dated 17 April 2025, needs one ownership document for the premises. Which one a Kolkata provider gives you depends on where the building is.
Where the premises are | Usual premises proof |
|---|---|
Most of Kolkata | CESC electricity bill, or a Kolkata Municipal Corporation property tax receipt |
Salt Lake (Bidhannagar) | Electricity bill for the premises, or a Bidhannagar Municipal Corporation property tax receipt |
Elsewhere in West Bengal | Usually a WBSEDCL electricity bill, or the local municipality's property tax receipt |
Whatever the document, its address has to match the agreement and the application exactly, including the premises number and PIN. Ask for an agreement in your legal name naming a specific unit, an NOC that permits GST registration, and the owner's identity proof if the agreement is not registered. The full list by type of possession is in documents for a virtual office GST application.
West Bengal's new profession tax schedule
West Bengal levies profession tax, and the schedule changed this year. The state Finance Department substituted the whole schedule by Notification No. 1607-F.T., dated 16 September 2026. Salary slabs changed from 1 October 2026; the rates for businesses and companies apply from the financial year starting 1 April 2027.
From 1 April 2027: suppliers of goods or services | Profession tax a year |
|---|---|
Annual turnover up to ₹10 lakh | Nil |
Above ₹10 lakh up to ₹20 lakh | ₹1,000 |
Above ₹20 lakh up to ₹40 lakh | ₹1,500 |
Above ₹40 lakh | ₹2,500 |
Companies and banking companies fall in Part C of the new schedule at a flat ₹2,500 a year. Until 31 March 2027, suppliers continue on the old business rates. A seller from Delhi, Haryana or Uttar Pradesh, none of which levies profession tax, should add this check to the West Bengal setup list.
How a Kolkata VPOB registration runs
Confirm the fulfilment centre or office is in West Bengal from the full address and PIN on your seller panel.
Collect the agreement, electricity bill or property tax receipt and NOC, and match the three addresses word for word.
File REG-01 with the Kolkata VPOB as your principal place of business.
Complete Aadhaar authentication, or book the GST Suvidha Kendra slot if the email asks for biometric verification.
Answer any REG-03 query through REG-04 inside seven working days.
After approval, the certificate and a name board with your GSTIN go up at the Kolkata address (Rule 18).
Add the West Bengal fulfilment centre as an additional place of business, then check your profession tax position.
West Bengal was one of the earlier states to move to biometric Aadhaar authentication for flagged GST applicants, on 2 August 2024. A flagged proprietor or partner visits the Suvidha Kendra named in the email, in West Bengal, and the ARN is generated only after that visit. Under Instruction No. 03/2025-GST, approval is due within 7 working days, or 30 days with physical verification; a VPOB-backed registration usually completes in 15 to 25 working days.
West Bengal rules after approval
Rule | What to do |
|---|---|
E-way bill within West Bengal | Needed above ₹1 lakh for movement that starts and ends in the state |
E-way bill for stock coming in | Transfers from your home GSTIN are interstate, so the ₹50,000 limit applies |
Quarterly GSTR-3B by the 24th | Same date as Delhi, Haryana and Uttar Pradesh (Notification No. 82/2020-Central Tax) |
Notices to the Kolkata address | Agree in writing how fast the provider forwards them; a REG-03 or later notice still runs on its own deadline |
Leaving the state later | Cancel the West Bengal GSTIN before ending the agreement, as explained in exiting a state registration |
Stock you send to West Bengal is a supply between distinct persons under Section 25(4): a tax invoice with IGST from your home GSTIN and an e-way bill, as set out in moving stock between your own registrations.
Rule 14B and West Bengal
Rule 14B, recommended by the 57th GST Council on 8 October 2026, would let a small marketplace-only goods seller register in West Bengal using the operator's warehouse as its principal place of business, with consent, if it passes on input tax credit of no more than ₹2.5 lakh a month. It had not been notified as of 28 October 2026. Sellers outside that profile still need a VPOB; Rule 14B or a virtual office compares the two.
ComplyLocal's West Bengal VPOB fee and what it covers
ComplyLocal Consultants, a GST firm based in Rohtak, Haryana, arranges VPOB (virtual place of business) addresses in West Bengal, including Kolkata, for sellers and service businesses that need a West Bengal GSTIN without leasing premises. The fee is ₹15,000 plus 18% GST, or ₹17,700 in total. GST registration carries no government fee.
The West Bengal fee covers a Kolkata unit named in an agreement in your legal name, the owner's NOC, a current CESC or WBSEDCL bill or municipal tax receipt, name board support, visit coordination, the REG-01 filing and REG-03 replies. Most West Bengal registrations complete in 15 to 25 working days.
Our view: under the new schedule, a supplier whose annual gross turnover stays under ₹10 lakh in 2027-28 pays nothing. Above that, budget up to ₹2,500 a year alongside the address, and plan the enrolment rather than discovering it in a notice.
