A virtual office in Lucknow gives you an Uttar Pradesh GSTIN, starting with state code 09, which covers every place of business you add anywhere in the state. It is the right choice when your UP operations sit in central or eastern Uttar Pradesh and you have no premises there. ComplyLocal's UP VPOB, including Lucknow addresses, costs ₹14,000 plus GST.
Before you buy one, check if you already hold a UP GSTIN. Uttar Pradesh is a single GST state, so a registration taken through a Noida or Ghaziabad address already covers a warehouse in Lucknow or Kanpur. In that case you need an amendment, not a second address.

Do you need a Lucknow address at all?
Start with what you already hold. The answer usually falls into one of these four cases.
Your position | New Lucknow VPOB? | What to do |
|---|---|---|
No UP registration yet; your UP stock or team will be in central or eastern UP | Yes | Take a Lucknow VPOB as principal place of business |
You already hold a UP GSTIN through a Noida or Ghaziabad address | No | Add the Lucknow or Kanpur warehouse to that GSTIN as an additional place of business |
You leased an office or godown in Lucknow | No | Register the real premises through GST registration in Lucknow |
You sell to Lucknow buyers from stock in another state | No | These are interstate supplies on your home GSTIN |
A business may take more than one registration in the same state under Section 25(2) for separate places of business, but there is rarely a reason to for a single seller. The trade-offs are covered in a second GST registration on the same PAN.
When Lucknow beats a Noida address
For GST, both give the same UP GSTIN with the same return dates and the same tax. The practical case for Lucknow is distance. An officer who orders physical verification comes from the jurisdiction of the declared address, and the provider's team has to meet them there.
If your UP stock sits in a fulfilment centre near Lucknow or Kanpur and your own staff will visit the state, a Lucknow address keeps the registered premises close to the operation. If everything you do in UP is around NCR, a Noida address is the more practical one; our guide to a virtual office in Noida covers that side, including UP's capped rent agreement charges.
Lucknow address proof
CBIC Instruction No. 03/2025-GST, dated 17 April 2025, asks for one ownership document for the premises. In Lucknow that is usually an electricity bill from LESA, which supplies the city as part of Madhyanchal Vidyut Vitran Nigam, or a property tax receipt from Lucknow Nagar Nigam.
Document | What to check |
|---|---|
Agreement | Your legal name, a specific unit or cabin, the term and the renewal price |
LESA bill or Nagar Nigam receipt | Current, for the same premises, with the address exactly as on the agreement |
Owner's NOC | Names your entity and permits use of the address for GST registration |
Owner's identity proof | Only if the agreement is not registered |
Moving stock across Uttar Pradesh on one GSTIN
Uttar Pradesh is large enough that sellers routinely move stock hundreds of kilometres without crossing a state line. Movement between two places of business on the same UP GSTIN is not a supply, so no tax invoice or GST is involved; the goods travel on a delivery challan.
An e-way bill is still needed when the consignment value exceeds ₹50,000, UP's intra-state limit. Its validity depends on distance: for ordinary cargo, one day for every 200 km or part of it, so a Noida-to-Lucknow run of about 500 km gets three days.
Stock that enters UP from your home state is different. That is a supply between distinct persons under Section 25(4), billed with IGST on a tax invoice from your home GSTIN, with an e-way bill above ₹50,000.
How a Lucknow VPOB registration runs
Confirm you hold no UP GSTIN already; if you do, file an additional place of business amendment instead.
Collect the agreement, LESA bill or Nagar Nigam receipt and NOC, with matching addresses.
File REG-01 with the Lucknow VPOB as principal place of business.
Complete Aadhaar authentication, or attend the GST Suvidha Kendra named in the email if biometric verification is required.
Reply to any REG-03 notice within seven working days.
After approval, display the certificate and name board with GSTIN at the VPOB, and add your UP warehouses.
Biometric verification has applied to flagged UP applicants since 15 March 2025, and the ARN is generated only after the Kendra visit. Under Instruction No. 03/2025-GST, approval is due in 7 working days, or 30 days with physical verification; a VPOB-backed UP registration usually completes in 15 to 25 working days.
After approval in Uttar Pradesh
Quarterly filers file GSTR-3B by the 24th, the same date as Delhi and Haryana. Uttar Pradesh charges no profession tax. File nil returns in months when nothing ships from UP; a late nil GSTR-3B costs ₹20 a day, up to ₹500.
Rule 14B and UP sellers
The 57th GST Council recommended Rule 14B on 8 October 2026 for small goods sellers who sell only through e-commerce operators and pass on input tax credit of no more than ₹2.5 lakh a month. With the operator's consent, its UP warehouse could become the seller's principal place of business. As of 28 October 2026 it had not been notified. How the route is expected to work is explained in Rule 14B registration through a marketplace warehouse.
ComplyLocal's UP VPOB fee and what it covers
ComplyLocal Consultants, a GST firm based in Rohtak, Haryana, arranges VPOB (virtual place of business) addresses in Uttar Pradesh, including Lucknow and Noida, for sellers and service businesses that need a UP GSTIN without leasing premises. The fee is ₹14,000 plus 18% GST, or ₹16,520 in total, and there is no government fee for GST registration.
That covers an agreement in your legal name for a Lucknow unit, the owner's NOC, a current LESA bill or Nagar Nigam receipt, name board support, visit coordination, the REG-01 filing and REG-03 replies. Plan for 15 to 25 working days.
Our view: buy one UP address, in the part of the state where your people will actually go, and hang every other UP warehouse off it as an additional place of business.
