Haryana offers a range of subsidies and incentives to attract and support investors through its "Invest Haryana" initiative.

These incentives are designed to make Haryana an attractive destination for investment by reducing the cost of doing business and enhancing profitability for enterprises.

Key subsidies include

1. Testing Equipment Assistance Scheme

It is an initiative by the Government of Haryana under the Haryana Enterprises & Employment Policy (HEEP) 2020.This scheme aims to support Micro, Small, and Medium Enterprises (MSMEs) in enhancing product quality by subsidizing the purchase of testing equipment.

Key Features of the Scheme:

  1. Financial Assistance: Eligible MSMEs can receive a subsidy covering 50% of the cost of new testing equipment, up to a maximum of ₹20 lakh per year.
  2. Eligibility Criteria:
    • Applicable to all existing micro and small enterprises located in Haryana.
    • Medium and large industrial units are not eligible.
    • The enterprise must be in regular production at the time of application.
    • The unit should not be on the restrictive list as notified by the state government.
    • The purchased testing equipment must be new and not disposed of for at least five years from the date of purchase.
  3. Application Process
    • Applications must be submitted within three months of purchasing the testing equipment.
    • Applications are to be submitted through the designated web portal of the Directorate of MSME, Haryana
  4. Scheme Duration: The scheme commenced on January 1, 2021, and will remain in operation for five years.

Document Required

  1. Udyam Registration Certificate (URC)
  2. Haryana Udhyam Memorandum (HUM).
  3. Certificate of Incorporation/ Partnership deed/Partnership registration/ Co-operative society registration.
  4. Board resolution/ Power of attorney.
  5. Copies of the purchase invoices of equipment(s) on which subsidy has been claimed and proof of payment made to the supplier.
  6. CA certificate in respect of investment in plant & machinery(Annexure-II).
  7. Change of Land Use (CLU)/ NOC from competent authority, if applicable.
  8. List of existing Testing Equipments, if any.
  9. Copy GST return/Audited Balanced Sheet for last financial year

This scheme is part of Haryana's broader efforts to promote industrial growth and competitiveness by ensuring that products manufactured within the state meet high-quality standards. By providing financial assistance for testing equipment, the government encourages MSMEs to adopt advanced quality assurance practices, thereby enhancing their marketability and compliance with international standards.

2. VAT ASSISTANCE ON CLEANER FUELS

The Government recognizes that industries in the Haryana are being pushed to shift to cleaner fuels including natural gas, due to concerns arising from the severity of air pollution. The shift would increase the cost of production for industries affecting their competitiveness

Quantum of Assistance:

50 percent reimbursement on VAT consumed by the investor on natural gas (piped or compressed) on conversion to cleaner fuel used in the industries in the MSME, Large, Mega and Ultra-Mega sector in Haryana for a period of two years

Eligibility:

MSME, Large, Mega and Ultra-Mega Units operating in the districts of the Haryana who have converted to cleaner fuels like CNG/PNG/LPG shall be provided financial support by way of reimbursement of VAT on purchase of CNG/PNG/LPG.

The units under the restrictive list of the industries notified under HEEP-2020 shall not be applicable for this assistance. The eligible Units shall also comply with the following conditions: -

  1. The unit should have IEM/Udyam Registration Certificate (URC) and Haryana Udhyam Memorandum (HUM).
  2. The unit should have obtained NOC/CLU from Competent Authority if applicable.
  3. The unit should be in regular commercial production at the time of disbursement and the subsidy shall not be released to a closed unit.
  4. The units shall follow the guidelines released by Commission for Air Quality Management in National Capital Region and Adjoining Areas from time to time.
